Judge Stephen M. Higgins was elected in November 2011, for a ten-year term, commencing January 2, 2012. In addition to handling civil and criminal trials, Judge Higgins is assigned to the family division of the court and presides over divorce, custody, support and protection of abuse matters. Judge Higgins graduated from Seton Hall University in 1985 and from the Seton Hall University School of Law in 1991. He has been admitted to practice law in both New Jersey and Pennsylvania. In 1993, he joined the Higgins Law Office in Stroudsburg, Pennsylvania.
In addition to his private law practice, Judge Higgins served as a court appointed criminal conflict counsel and also as a custody conciliator and dependency master. Judge Higgins was solicitor for the Monroe County Controller’s Office, Monroe County Retirement Board, Pleasant Valley Manor, Inc. and the Pocono Mountain Public Library. He also is a former member of the Salvation Army Advisory Board and Trustee of the Eastern Monroe Public Library. In 2010, he served as President of the Monroe County Bar Association.
