The Honorable Jonathan Mark was elected to the Monroe County Court of Common Pleas in 2005 and retained in 2015. Since 2012, he has been the Administrative Judge of Juvenile Court. During his time on the bench, Judge Mark has presided over a wide range of criminal, civil, juvenile, family, and orphans court matters. His current assignments center on criminal, delinquency, and dependency cases, as well as matters pertaining to constables, school police officers, and private detectives.
Judge Mark grew up in Monroe County. He graduated from Stroudsburg High School in 1981, Lehigh University in 1985, and the Dickinson School of Law, cum laude, in 1988. After law school, Judge Mark returned home to start a family, begin his law career, and continue his family’s and begin his own history of public and community service.
Judge Mark began his legal career as a law clerk for the Honorable Ronald E. Vican. For the next 15 years, he practiced civil, criminal, family, municipal, zoning, and corporate law. During this time, he was a municipal solicitor, the solicitor for the Monroe County Controller, and the assistant Monroe County Solicitor. He was also this Court’s first standing guardian ad litem for dependent children.


Prior to taking the bench, Judge Mark was a youth sports coach, a community volunteer, and served as the Mayor of Stroudsburg for 12 years, where he was instrumental in establishing the Stroud Area Regional Police Department. In addition, he served for 10 years as the Secretary of Interior’s appointee to the Delaware Water Gap National Recreation Area Citizen’s Advisory Commission.

After taking the bench, Judge Mark continued to be actively involved in giving back to the Monroe County community. He has served as chairman of the Monroe County Children’s Roundtable since 2007, championing cross-systems collaboration to enhance the lives and promote the health, safety, and welfare of all children and families in the community. The Roundtable’s initiatives have included Adoption Day; Mini Summits regarding schools and education, substance use disorders, mental health, and grief and loss; Community Night; and a series of inter-agency trauma trainings. Judge Mark has also enjoyed over 37 years as the area’s mock trial coordinator or co- coordinator for local and statewide high school mock trial programs.

On the state level, Judge Mark was appointed to the Supreme Court’s Statewide Dependency Roundtable on which he served for seven years as co-chair of the Roundtable’s Drug and Alcohol Workgroup. He was also appointed by the Secretary of the Pennsylvania Department of Drug and Alcohol Programs (DDAP) to the joint DDAP and Department of Transportation DUI Treatment Compliance Oversight Committee.

Judge Mark was the 2021 recipient of the A. Mitchell Palmer Award which is given annually to a Monroe County resident who has made long-term, significant contributions to the law, public service, and our community.

Judge Mark is married with two sons and a beautiful baby granddaughter.
